Help Wanted – Environmental Health Specialist – Full Time:
Performing food safety and septic inspections, animal bite investigations, respond to environmental health and public health nuisance complaints for local public health district. Job duties may require response within the service area of Gaines, Yoakum, Dawson, Terry, Hockley, and Lynn Counties. Hours Mon-Fri 8 am to 5 pm, some weekend work as needed.
Requirements:
The ideal candidate will have some college credits in science or biology. College degree preferred. Must be able to obtain a TCEQ Designative Representative License within 6 months of employment. 1 year job related experience in inspections or investigations preferred. Applicant must have strong computer skills, (Word, Excel, etc.) excellent verbal and written communication and organizational skills. Must possess excellent customer service skills and the ability to work effectively with the public, other SPPHD staff, municipal and county employees and elected officials. Bilingual preferred. Must be able to lift and move over 50 lbs.

Help Wanted – PHEP Technician/Support Staff – Part Time:

Work week as set forth by the Executive Director & PHEP Director. Travel to other area offices as needed.
Qualifications:
Degree in Public Health sciences OR 5 years’ experience in any Public Health Clinical Setting. Computer experience necessary. Must have a reliable means of transportation, vehicle liability insurance and a current valid driver’s license. Bilingual preferred (Low German or Spanish).
General Description of the Position:
Under the supervision of the Executive Director & PHEP Director: promotes and supports population health in SPPHD jurisdiction by assisting the PHEP Director in the development, education and training, exercising, and implementation of public health emergency preparedness plans, maintenance of inventory of equipment and supplies. Duties are routinely completed during normal hours but after-hours including weekends, may be required for public health emergency response efforts and volunteer management. Travel may be required.
General Responsibilities and Functions:
Under the direction of the Executive Director and the PHEP Director, the technician/support staff performs the following essential functions within the framework of SPPHD’s provision of the core functions and essential services of public health.
Job Duties:
- Understands the core functions and essential services of public health.
- Participates in planning, exercises, and response activities for emergencies in the community that have public health implications, within the context of state and regional plans, and in the manner consistent with the community’s best public health interest.
- Assist the PHEP Director in the implementation of incident command operations, incident command trainings, exercises, drills, and after-action reporting.
- Serves in designated roles for which they have been trained within the National Incident Management System (NIMS)
- Actively participates in meetings as assigned to ensure that public health issues are addressed.
- Additional duties as directed by the Executive Director & PHEP Director, including maintaining and posting pertinent public health information via any SPPHD social media platforms.
- Cross train with other SPPHD Departments as needed, especially Emergency Preparedness (PHEP), and Immunizations.
- Contributes to a work environment where continuous quality improvement in service and professional practice are pursued.
- Participates in department workgroups and committees that support the strategic initiatives and Community Health Improvement Plan.
- Delivers targeted, culturally-appropriate information to help individuals and groups prepare for and respond to public health emergencies with the guidance of the PHEP Director.
- Utilizes appropriate methods for interacting effectively and professionally with persons of all ages and from diverse cultural, socioeconomic, educational, racial, and ethic, sexual orientations, lifestyles and physical abilities.
- Adheres to ethical principles and SPPHD policy in the collection, maintenance, use, and dissemination of data and information.
- Understand and applies the principles of trauma informed care when working with community members impacted by public health emergencies.
Other:
- Perform public health emergency response duties as assigned, and consistent with job classification and training provided, in response to threats to the public’s health as assigned by PHEP Director.
- Participates in Department and community emergency response training and drills consistent with job classification in support of public health emergency and disaster preparedness.
- Participates in trauma-informed trainings as assigned by PHEP Director.
- Performs other duties as assigned by PHEP Director consistent with job classification and training.
- Complete all required training, including HIPAA-related and HHSC Cybersecurity Training, in a timely manner.
- Distribute approved public information and pamphlets to the community with health information and resources available.
- Participate in Quality Management meetings, as needed.
- Assist members of management as requested by the Executive Director &/or Epi Staff Supervisor.
- Participate in on call schedule for disease surveillance and reporting to maintain the 24/7 call system, as needed.
Knowledge, Skills and Abilities:
- Ability in providing community service support for SPPHD.
- Ability to get along well with co-workers as well as clients, vendors and partners of the health district including city and county officials and state agencies.
- Ability to accept responsibility and to accept instructions and direction from supervisor.
- Knowledge of DSHS regulations and district policies and procedures.
- Skill in writing and reviewing emergency plans.
- Knowledge of preparation of reports.
- Knowledge of Microsoft programs.
- Maintains client confidentiality per SPPHD and HHSC protocols.
- Ability to complete additional trainings provided by Executive Director.
Physical Demands:
- 1. Must be able to sit for extended periods of time.
- Must be able to use regular telephone handset and communicate with the public and partners via phone and email.
- Must be able to use basic office equipment including desktop and laptop computers and all necessary Microsoft applications.
- Must be able to lift 25 lbs.
- Must be able to drive to various SPPHD offices for investigations, meetings and trainings to include some night driving on occasions.
- Must be able to don and doff extensive PPE (training will be provided), including N95 masks (pass fit testing). Must be able to tolerate PPE, including mask, for extended periods of time, if needed.
Work Environment:
- Approximately 70% of job duties can be performed remotely, as needed. Approximately 30% will involve duties in the office, at outreach events, or at trainings.
- Noise level within office environment is normally moderate.
- Ability to work in a stressful environment and deal effectively with stress.
- Possess ability to adapt to inclement weather conditions and / or situations.
- Exposure to disease is possible, although all requisite PPE will be provided to employees to minimize this risk.
Travel Requirements:
- Use of Personal Vehicle: Must have reliable vehicle and proof of vehicle liability insurance for use in travel for SPPHD purposes. Employee will be reimbursed based upon documented mileage between SPPHD offices and other sites. Must agree to maintain a satisfactory Motor Vehicle/ Driving Record and minimum requirement for insurability as required by law.
- Normal Travel: Ability to transport self frequently within four county area (Gaines, Yoakum, Terry and Dawson) for activities such as meetings, interactions with other agency, county and city officials, pickup/delivery of supplies, review of records, staff relief or other activities.
- Out of Town Travel: May be required to attend meetings outside of normal travel patterns on SPPHD business including travel to Austin, Dallas, etc. Must be able to negotiate public transportation to/from and in urban areas and provide credit card to guarantee room/non- essentials. Employee will be eligible for cash advances to cover estimated cost of Out of Town Travel based on pre-determined travel policies.
